五無人士,即無強積金、無退稅、 無老人金、無兒童及無直接交電費的人士
十無人士應是指：
無公屋免租優惠；
無高齡津貼（生果金）；
無退稅；
無申領綜援；
無獲退還差餉；
無外傭稅豁免優惠；
無強積金豁免；
無學童開學補助；
無跨區交通津貼；
無三千六百元的電費補助。
總括來說，「十無人士」主要歸納在這幾類人：未符領取綜援或高齡津貼資格的長者、未符領取綜援資格的家庭、新來港人士、單身人士、租住板間房或籠屋之人士等。
N無人士，即沒有任何受惠的人士。

agree. many of my friends are not even close to the 10-no but they are still struggling financially, it’s hard to imagine how the 10-no people are living in hk…
